for starters just so u kno where im comin from with this info, im a sports agent with several players in the NBA.
it is impossible for non-nba players to participate in the dunk contest, D-League players are a different story, you could petition to the NBA commissioner’s office because you are actually part of the the league, but anything under the NBA which includes the dunk contest is Legally Licensed to players who are contracted to the NBA or its Affiliates, in other words a referee has a better chance of being in the dunk contest then a street baller
