Can a nba team sign a international basketball player with out him entering the draft?
Because the cavs are looking at Ricky Rubio, but he will be in the top 5 in the draft. Could the cavs just sign him if he doesn’t want to enter the draft?

If they have rights to him they can. that is kind of a slippery slope and that is why they have such strict rules and agents when it comes to drafting. he has to declare for the nba or at least sign with the team if he goes as a free agent without rights.
